For three years (from 1998-2001), ICNL senior staff taught NGO law  at Vytautas Magnus University (VMU) School of Law. Students took an intensive two-week course, which included  both theoretical and practical instruction.  For the course, ICNL prepared a comprehensive set of teaching materials, which contained materials on international standards relating to freedom of association, regional best practices, and many practical discussion examples.

During the current academic year (2001-2002), the NGO law course was taught by Assoc. Prof. Anna Williams Shavers of the University of Nebraska School of Law. The course was taught as part of the short course program utilized at VMU and counted towards the fulfilment of coursework requirements for the prestigious Michigan State University--Detroit College of Law Certificate in Transnational Law which the students of VMU may receive while studying right there at VMU. Among other materials, the course utilized the Open Society Institute’s Guidelines for Laws Affecting Civic Organisations (1997).

Prof. Shavers is a full-time member of the faculty of the University of Nebraska College of Law and a member of the Minnesota Bar. While at the University of Minnesota, Professor Shavers established that law school's first immigration clinic.
